What Is the Online Gaming Bill 2025?
On August 20, 2025, the Lok Sabha passed the Promotion and Regulation of Online Gaming Bill, 2025. The legislation aims to provide a formal, national-level legal framework for India’s online gaming sector—balancing the need for innovation and protection.

1. Ban on Real–Money Gaming
- The bill imposes a blanket ban on all “real-money” online games, including fantasy sports, rummy, poker, betting, lotteries, and other monetary-stake games—even those skill-based.

3. Regulatory Authority
- A national-level regulator, known as the National Online Gaming Commission (NOGC) or Gaming Authority, will be established to oversee game classification, registration, compliance, grievance redressal, and enforcement actions (including site blocking).
- The authority will also oversee age and identity verification, enforce responsible gaming standards, ensure data protection, and manage dispute resolution mechanisms like an appellate tribunal.
4. Promotion of E-Sports and Social/Educational Games
- E-sports are formally recognized as a legitimate sport, with government support including training academies, research centers, and infrastructure development—integrated into national sports policy.
- Social, educational, and cultural games—deemed safe and skill-based—will be registered and promoted, particularly those aligned with digital literacy and skill development.
5. Security & Consumer Protection
- The bill addresses broader risks linked to real-money gaming such as addiction, mental health crises, financial loss, money laundering, and potential terror financing.
- It aligns with laws like the Bharatiya Nyaya Sanhita, 2023 and grants enforcement authorities warrantless search, seizure, and arrest powers in certain cases.
